Important for parents of babies and children under two years of age

In connection with taking care of a child born before January 1, 2023, it is given:

for a parent on care leave: 31,600 AMD,
for a non-working rural parent: 31,600 AMD,
for a rural parent on care leave: 63,200 AMD (instead of the previous 57,200 AMD).
In connection with taking care of a child born after January 1, 2023, it is given:

for a parent not on care leave: 31,600 AMD,
for a parent on care leave: 37,500 AMD,
for a resident parent on care leave: 69,100 AMD.
Who can apply?

Until 2023 In the case of children born on January 1, the parent, adopter or guardian of the child, who is on leave to care for a child up to three years old, in accordance with the procedure established by the Labor Code of the Republic of Armenia, has the right to care allowance until the child turns two years old.

The right to care allowance is also available to the parent registered in the State Register of the Population of the Republic of Armenia “On Administrative Territorial Division of the Republic of Armenia” at the address of a rural residence and who actually resides until the child turns two years old, if at least one consecutive year has been registered as a rural residence as of the date of applying for the care allowance. residential address. In this case, the parent has the right to care allowance, if the child is in the Republic of Armenia as of the date of applying for care allowance.

A foreign citizen parent is entitled to a care allowance if he meets the above conditions and has been registered at the address of the place of residence in the Republic of Armenia for at least three consecutive years as of the date of the child’s birth.

in 2023 In the case of children born after January 1, one of the child’s parents or adoptive parent or guardian has the right to care allowance for a child up to the age of two up to and including the month when the child turns two years old, if as of the date of applying for care allowance:

the child does not have the status of a child left without parental care, except for the guardian of the child (when care allowance is assigned to the guardian of the child);
the child is not in the social protection organization of the population (orphanage);
the child has turned 70 days old, but the child has not turned two years old.
A foreign citizen parent has the right to a care allowance if he meets the above-mentioned conditions, and as of the date of the child’s birth, the parent has been registered at the address of the place of residence in the Republic of Armenia for at least three consecutive years.

Application procedure:

Until 2023 in the case of children born on January 1, if the parent is an employee and is on care leave, the benefit can be applied for within the twelve months following the month of the start of care leave. In this case, the care allowance is assigned from the 1st of the month following the month of starting the care leave. In case of applying after the specified period, the benefit is assigned from the 1st of the month following the month of application.

Care allowance is assigned to a parent living in a rural area if the application is submitted before the child turns two years old:

1) from the 1st of the month following the month of the child’s 70th birthday, if one year of registration at the address of the parent’s rural residence expires before the day of the child’s birth, and the application and necessary documents were submitted within twelve months following the month of the child’s 70th birthday;

2) from the 1st of the month following the completion of one year of registration at the rural address (but not earlier than the 1st of the month following the month of the child’s 70th birthday), if the one year of registration at the rural address of the parent expires after the date of the child’s birth, and the application and the necessary documents were submitted during the twelve months following the month of one year of registration;

3) from the 1st of the month following the month of application, if the application and necessary documents have been submitted after the above-mentioned deadlines have expired.

It should also be noted that by 2023 In the case of a child born on January 1, the statutory regulation of care allowance for a parent living in a rural area applies if the application is submitted before December 31, 2023.

2) from the 1st of the month of application, if the application and the necessary documents (data) were submitted after the expiration of the twelve-month period specified in point 1 of this part.

Care allowance is paid for a given month:

1) in the amount determined for a parent on care leave (37,500 AMD), if as of the 1st of that month the parent is on care leave, but is not a rural parent on care leave;

2) for the parent who is not on care leave in the amount (31,600 AMD), if the parent is not on care leave as of the 1st of that month;

3) at the same time as the prescribed amounts for a parent on care leave and absent, if as of the 1st of that month, the parent has been registered at the address of a rural residence for at least one consecutive year, and the child is registered at the address of a rural residence (hereinafter, a rural parent on care leave).”

To submit an application electronically, you must:

visit the socservice.am website,
select the “Online Applications” window and the following sub-windows: “Social Security: online applications”, “Online applications for pension and benefits” and at the end, “Enter an application for the benefit of a child under 2 years old”,
fill in the relevant data in the identity document in the window that opens.
If the citizen is not registered on the platform, it is necessary to register using the “Registration” button at the top of the page in the right corner.

To submit a manual application, visit the regional center of the Unified Social Service, submitting the necessary documents.

There is no need to attach documents when submitting an online application.

Necessary documents

In order to assign a care allowance for a child under two years old, it is necessary to submit to the regional department of the Unified Social Service:

application,
the identity document of the applicant (if the applicant is not the parent),
the identity document of the parent, the certificate of non-receipt of a public service number, if the parent refused to receive a public service number, the
child’s birth certificate, the public service number or the certificate of non-receipt of a public service number,
if necessary in this case, the document on guardianship,
the statement signed by the parent about being informed about the termination of the right to receive care allowance in the event of the end of the care leave (interruption of leave, employment or dismissal) and in other cases defined by law,
the information concerning the parent is subject to limited use according to the legislation of the Republic of Armenia if the information is specified, the employer’s certificate of the parent’s stay on care leave (signed and sealed with the employer’s seal),
if necessary, the parent’s power of attorney to pay the care allowance in cash to the applicant, certified by a notary.
